North Dakota is transitioning its procurement activities - solicitations (bidding), supplier registration, and contract management - to NDBuys, powered by the Ivalua platform. During this transition, solicitations and contracts will be posted in both NDBuys and SPO Online.

To participate in new solicitations and receive automatic email notifications, suppliers must be registered in NDBuys and have selected relevant commodity codes.

If you were previously a bidder in SPO Online, you are now considered a supplier in NDBuys. Please log in to verify your account and confirm that we transferred your information correctly. Our commodity code list has been refreshed, so additional selections may be necessary.

Internal

State agencies and institutions use NDBuys to post bidding opportunities, manage solicitations, and access contracts. NDBuys usage is determined by purchasing thresholds and competition requirements. The bidders list and state contracts are also in NDBuys.

Login Instructions: NDBuys utilizes Single Sign-On (SSO). Select either State Staff or NDUS Staff, then click Login with SSO and enter your credentials.

Key Functions for Internal Users

  • Create & Post Solicitations
    Initiate and publish solicitations (IFB, RFP, etc.).
  • Manage Responses
    Monitor submissions, evaluate responses, and document award decisions.
  • Contract Management
    Administer contracts, including renewals and amendments.

Public

Suppliers can use NDBuys to access current bidding opportunities, the state bidders list and state contracts.
