The Mayor of Bismarck, Bismarck Chief of Police, and the Standing Rock Sioux Tribe Chairwoman will issue a proclamation on the capitol steps. A march supporting the Missing and Murdered Indigenous women will begin on the front mall area of the capitol grounds.
